it's time to ditch a system which serves only a few and we know this has been to the detriment of the whole...

who has placed monarchy as an institution above everything else?

A federal court, no matter which circuit or on what authority whatsoever, can bring proceedings against a monarch. This is because Monarchy, as an insitution, places the Monarch above the law as the source from which all law derives.
Ministers currently elected can only be brought before a court if and when a parliamentary commission has dismissed their immunity. This is to stop a country from becoming impossible to govern by having all ministers imprisoned or tied up in court.
An attorney general, likewise, cannot appear before a federal court while in his role of attorney general. Proceedings against this particular figure would be handled initially through an internal commission.

Neither Monarchs, Ministers nor Attorney Generals accept summons from any court of law, nor will any court of law in whatever presence or whatever authority summon them into its presence with the view of effecting proceedings.

This was your crash course in basic legal practice.

In my opinion, the above article is complete and total bunk for the reasons I have just stated.
