In ancient Rome, they would have public displays such as this, both for the general public, and for the entertainment of the ruling class of the time.
The only difference today is that broadcasting the activities on TV will generate revenue from advertisers who purchase ad spots.
The same mindset that ruled the Roman Empire of old, is the same mindset that rules the British/European/American/Roman Empire today.
Names and faces change, but the stray dogs of the neighborhood still do the same thing they have done for centuries.

: least private and turning it into something cheap and
: repulsive while people watch.
