My view on logic of Extraterrestrial presence:

Our galaxy is 10 billion years old and our solar system 5.
Lets discard superluminal technology that surely exist and is used by advanced civilizations, and consider only our known scientific achievements.
We know today that all or a large percentage of stars have planets. Significant number of them have pleasant conditions (statistically, millions in our galaxy).
Complex terrestrial creatures, dinosaurs existed on Earth 300 million years ago.
Development of our civilization is few thousands years (a millionth part of the age of earth).
Let's say that only one more planet in our galaxy evolved in the similar way, from the same time as earth and today have intelligent life.
Make a small deviation in the rate of evolution.
Suppose that an intelligent civilization evolved 10 million years before ours.
That is a deviation of 3% over the period since the appearance of dinosaurs on earth till today, or deviation of 0.2% from the formation of earth to our civilization.
Let's say they decided to settle nearby systems, using only classical technology.
Build a multi kilometer ship in orbit and run it toward neighboring stars. The ship has in it self ecosystem and a population of millions. The source of energy are sufficient amounts of nuclear reactions, fission or fusion. It is equipped with technology and knowledge for a civilization to be maintained and spread just like on a planet.
Let the ship reaches only 1% of the speed of light (3000 km per second).
If there was dozens of vessels sent toward each of hundreds of closest stars, every ship will reach its destination in the period of 500 to 5000 years.
When they come and settle on a new system, they gather resources, populations expand, and after a few centuries new ships are ready for new systems.
With this expansion and speed of travel, the entire galaxy would be colonized within a maximum of 10 million years (from end to end of galaxy 100 thousand light years, times 1% the light speed).
That brings us to today's hypothetical point, where civilization that started small percentage of time before us, could have been spread on every usable planet in our galaxy by now.
For comparison, this journey at 10% of the light speed, would complete colonization of galaxy within 1 million years, and at 0.1% of the light speed, within 100 million years.
These are all pessimistic visions.

Expand this equation with the possibility that thousands of different races develop at distant parts of a galaxy, and each colonize its closer systems.
We will get much less time in which an entire galaxy is colonized (100 thousand to 1 million years).
Now we go step further and consider using superluminal travel, which can be close to instant.
With it, galaxy can be colonized in several thousand years.

From this we can only conclude that even with most primitive technology, the universe must be flourishing of intelligent life.

Which brings us to question, where are their signals?
Of course, the signals are everywhere, but we can't detect them on ordinary receivers. With superluminal technology of unified field, none of advanced civilizations close to us will use this useless and harmful radio waves to talk interstellar.

Why do you think they spray so much in the air??? And what they spray in the air??? It's blocking us from the Sun, who warms our pinal gland wich  brings forth a loving consciousness for all that is living on our beloved Earth. And I believe that with the chemtrails they block the possibility of communication with the E.T.
