“The Day the Earth Stood Still”

In 1951 Hollywood produced a science fiction version of an alien visit to our nation’s capital… In the summer of 1952 it was the REAL DEAL! Nervous defense department scientists claimed the UFOs seen darting about the Washington DC skies were just random lights caused by thermal ‘temperature inversions’. But did these UFOs really get Washington’s attention? And, was this fly-over prelude to an even more dramatic face-to-face meeting between extraterrestrials and the President of the United States himself two years later…?

The story of President Dwight Eisenhower’s alleged meeting with extraterrestrials persists as one of UFOlogy’s most enduring and pervasive myths. If this story is in any way accurate, it has precipitated profound alterations in the very fabric of our nation’s governing structure that still affects the lives of all American citizens to this day.

Exactly what took place at an airbase near Palm Springs, California in 1954 is lost in the fog of time. If Ike actually met with Alien ambassadors, the implication suggests that some kind of covert liaison with ETs had already been established with high ranking military and intelligence personnel. Following the Roswell UFO crash, seven years earlier, presumably some kind of treaty with these alien visitors was being carefully arranged. To officially formalize any kind of treaty required introducing President Eisenhower himself to these aliens with a dramatic demonstration of their overwhelming reality.

Clearly, whatever happened at MUROC airbase made a sufficient impression to induce Ike’s signature on Executive Order NSC 5510 to permanently establish an autonomous secret government exclusively mandated to deal with the alien issue. Thus, with the stroke of Ike’s pen the“military-industrial-complex” gained autonomous political authority--an ‘independent entity’ of his own making that Ike sadly came to regret by the end of his term as President in 1961. This executive ‘encounter’ marks an ‘exopolitical’ event far more profound than even the UFO crash at Roswell, yet this tale has only gained fragmented and cursory attention in a random variety of UFO research books over the years.

It is the intent of this essay to assemble these anecdotal fragments into a coherent narrative that reveals the awesome impact of a possible extraterrestrial involvement in our national political affairs. The story unfolds like this…

MAJESTIC TWELVE:

In 1945 following the unconditional surrender of all military forces under both, the German Third Reich and the Japanese Empire, the United States had established itself to the world as the unrivaled military power of the planet.  Armed with nuclear weapons, America had the biggest stick on the playground. Yet, in less than two years following that stirring victory, the United States was facing a national security crisis of unprecedented proportions.

Beginning in July of 1947, flying machines not of this Earth were found crashed in the New Mexico desert. America’s vital strategic defenses had been compromised! Our nation’s most highly guarded weapons installations were suddenly vulnerable.

New Mexico was home to advanced atomic bomb development under way at Los Alamos. Our first Strategic Air Command Bomber group, the 509th, had just gone operational at Roswell, and south of Roswell at White Sands Missile Range, our fledgling rocket design program was under way.    

It was absolutely imperative for our national defense planners to determine if these crashed ‘alien’ vehicles, discovered near our nation’s most sensitive military installations, were the vanguard of an invading space armada!  Desperate to find answers as quickly as possible, President Harry S. Truman assembled a team of his top advisors under strictest secrecy to establish some kind of defense strategy.

Following the crash investigation at Roswell, New Mexico in 1947, Air Force General Nathan Twining insisted to President Truman that the ‘alien’ issue “…was bigger than the Manhattan Project and required that it be managed on a larger scale and obviously for a longer period…”

“They would form nothing less than a government within the government, sustaining itself from presidential administration to presidential administration regardless of whatever political party took power, and ruthlessly guarding their secrets while evaluating every new bit of information on flying saucers they received.”

But at the same time, they would allow disclosure of some of the most far-fetched information, whether true or not, because it would help create a climate of public attitude that would be able to accept the existence of extraterrestrial life without a general sense of panic.”

Given the potentially explosive situation at hand, Twining’s proposal seemed the most prudent course of action for Truman to follow. Thus, an emergency ad-hoc secret control group was formed, which became known as “Majestic” or “MJ-12”.  Members of this ‘Committee’ included, top military commanders, such as, Secretary of State, George C. Marshall, General Nathan Twining, head of Air Material Command, General Hoyt Vandenberg, Air Force Chief of Staff, Admiral James Forrestal, Secretary of Defense, and Vice Admiral Roscoe Hillenkoetter, Chief of the fledgling CIA.  The most noted scientist on the team was, Dr. Vannevar Bush, Truman’s head of the National Science Foundation.

In a secret memorandum, Canadian government scientist Wilbert Smith revealed, in fact, that Dr. Vannevar Bush headed a ‘small group’ set up to investigate UFOs--a matter which Smith stated, “…Is the most highly classified subject in the United States government, rating higher even than the H-bomb.”

         

However, not all of Truman’s military brass accepted this heavy-handed security policy. Nor were unidentified flying craft restricted to the American Southwest. During the latter months of the Pacific War, General Douglas MacArthur had amassed so many credible UFO reports that he established his own ‘Interplanetary Phenomena Unit’. In fact, MacArthur allegedly had a personal contact with Extra-terrestrials at Clark Air Field in the Philippines in 1945.   

But, when MacArthur dispatched a file containing these 2000 reports up the chain of command to military intelligence chief, General William ‘Wild Bill’ Donovan, the reports were completely suppressed. As a result, MacArthur censored all UFO reports throughout his Pacific command right up until 1951, when he was personally fired by President Harry S. Truman. Yet despite this embarrassing dismissal, and the top-secret gag order, General MacArthur told the New York Times in 1955...

“The nations of the world will have to unite for the next war will be an inter-planetary war.” . . .” The nations of the Earth must someday make a common front against attack by people from other planets.”

          In 1953 the torch was passed from Harry Truman to Dwight Eisenhower, the newly elected President of the United States. And it would be Eisenhower--former Supreme Allied Commander of Military forces in Europe--who would ultimately confront the extra-terrestrial challenge face-to-face.

          The newly elected President took charge of a Post-War nation enjoying an era of unprecedented prosperity, yet at the same time, the growing menace of Russian Communist aggression in both Eastern Europe and Korea, spurred the need for an ever-expanding American armaments industry. As a former military commander himself, Ike determined that only a vastly superior weapons defense system would hold Russia’s bid for global expansion at bay. Such were the Cold War imperatives dominating Eisenhower’s executive agenda in early1954.

         

Yet despite the burdens of office, Ike had earned a reputation as an avid golfer, so a weekend get-away to Smoke Tree Ranch Resort in Palm Springs, California in February of 1954 drew only minor attention from the press. But after the Commander In Chief’s noticeable absence on the links, a suspicious press-corps figured something was amiss.

         

By late evening of the 20th, alarming rumors hit the wire services claiming the President had suffered some dire medical emergency, or perhaps--that he had even died! To quell the mounting hysteria, Press Secretary, James Haggerty summoned a hasty Press Conference at the Mirador Hotel, where he assured that Ike had merely popped the cap off a tooth while eating chicken, which required immediate treatment by a local dentist.

Such was the cover-story, however, according to the legend, Ike had in fact been escorted to nearby MUROC Air Base, under strictest security, for a pre-arranged, top-secret meeting with Extra-Terrestrials!

          This event remained secret until April of that year, when details ultimately leaked from one of the advisors present… Gerald Light, an expert in metaphysics from Los Angeles, revealed in a letter to a friend…

“The report is true… devastatingly true!

I had the distinct feeling the world had come to an end with fantastic realism, for I have never seen so many human beings in a state of complete collapse and confusion as they realized their own world had indeed ended…

          The reality of ‘other-plane’ aero forms is now and forever removed from the realms of speculation and made a rather painful part of the consciousness of every responsible scientific and political group.

          During the two days visit I saw five separate and distinct types of aircraft being studied and handled by our Air Force officials, with the assistance of the ‘Etherians’. I have no words to express my reactions… It has finally happened. It is now a matter of history…”

          Gerald Light stated his expectation that Eisenhower would reveal this event to the general population, but the President remained silent.

         

Another eyewitness at MUROC, was an unnamed American test-pilot who told British UFO investigator, Lord Clancarty, that aside from viewing Alien craft, President Eisenhower actually met extra-terrestrials, “who demonstrated their paranormal powers by making themselves invisible, causing Eisenhower considerable embarrassment.”  

Speculations about who the unnamed test pilot might have been suggest Chuck Yeager, who flew supersonic test aircraft at MUROC airbase in those days, or it may have been none other than famed aircraft designer, Howard Hughes.

 

Also it is claimed that a film record was made of Ike’s ET meeting, but only spring driven motion picture cameras could be used, as electric powered cameras did not function in the presence of the aliens. 

          Full details of what actually took place at MUROC airfield on Feb. 20, 1954 remain shrouded in mystery, but the story pieced together from numerous anecdotal accounts reveal that President Eisenhower faced alien beings who possessed technologies so advanced as to render all Earth defenses useless. However, these creatures assured Eisenhower that conquest was not their intention. They claimed to be representatives of a dying race from the Reticulum Star System seeking to negotiate an exchange of their superior technology for human genetic material needed to revive their own faltering species.

Realizing his obvious disadvantage, the President reluctantly negotiated a covert treaty with these creatures--without advice or consent from the Congress or the public at large.

          For technology exchange, the deal provided a top secret operations facility at Nellis Air Force Base in Nevada as well as another undisclosed area in the Southwest--presumably underground near Dulce, New Mexico. In trade, these aliens were granted covert random access to the American population for genetic sampling. Individuals selected would not be harmed or retain conscious memory of harvesting procedures, and a full list of human harvest ‘contributors’ would be provided to government authorities.

          Conveniently, a military infrastructure for managing this alien treaty was already in place, namely MJ-12. Thus the decision was made to maintain ‘friendly’ diplomatic relations with these extra-terrestrials until such time as we could master technologies to challenge them on a military basis.

          Obviously, this enterprise could only function under absolute, unremitting secrecy. Therefore an official campaign of dour ridicule and denial regarding the UFO issue was launched.

         

It is interesting to note that another advisor allegedly present at the 1954 MUROC encounter was Edwin Nourse, consultant to the Brookings Institution. And it was the Brookings Institution that six years later filed a report for the National Aeronautics and Space Administration recommending that any discovery of extra-terrestrial life, resulting from our manned space flights, be withheld from public disclosure.

The report reasoned that…   “Anthropological files contain examples of societies sure of their place in the universe, which have disintegrated when they had to associate with previously unfamiliar societies espousing different ideas and different life ways…”

           The question remains, was this conclusion also based in part on the extreme emotional reactions of witnesses present at Eisenhower’s ET contact at MUROC in 1954, just as Gerald Light had reported?

          To gain a theological perspective of alien contact, allegedly Catholic Bishop, James McIntyre, of the Los Angeles Diocese, was also present at MUROC. And although all members of the Earth delegation were sworn to strictest secrecy, Bishop McIntyre recanted. Considering the awesome implications precipitated by this alien contact, the Bishop felt compelled to inform the Pope in Rome of the situation at hand.

         

Italian researcher, Cristoforo Barbato claims a Jesuit informant within Vatican Intelligence confirmed Bishop McIntyre’s presence at the MUROC meeting.

         

The reigning Pontiff, Pius XII, thereby directed Bishop McIntyre and Bishop Edward Mooney of Detroit to coordinate information regarding extraterrestrials with Vatican intelligence operations.

However, shortly thereafter, aliens of Pleiadian origin established direct contact with both Bishops, as well the Pope, with meetings at the Pontifical Academy of Sciences in Vatican City. These Pleiadians, however, cautioned that the creatures Ike met in the California desert were not to be trusted…

         

One year later, in February of 1955, President Eisenhower had yet another meeting with extra-terrestrials! Researcher Art Campbell reveals that a second contact occurred at Holloman Air Force Base in New Mexico. This time, following pre-arranged instructions, Ike’s plane, Air Force One--the ‘Columbine III’ landed at the base runway and taxied to a deserted stretch of tarmac where it was approached by three hovering saucers. One landed and the President alone was seen leaving Air Force One and entering the saucer. Forty-five minutes later, Ike reappeared unharmed, but exactly what transpired in this meeting is unknown. Yet had Ike prepared for some dire consequence?

Popular entertainment personality Arthur Godfrey was allegedly on board the Columbine III during this contact, and it was known that Godfrey and famed newscaster Edward R. Murrow, both worked with national civil defense, preparing pre-recorded messages in case of nuclear attack…

Perhaps Ike was anticipating some alien reprisal as it was becoming obvious that his treaty with the creatures from Reticulum was folly. According to Col. Philip Corso, former advisor to the National Security Council during Eisenhower’s administration…

          “These creatures weren’t benevolent alien beings who had come to enlighten human beings. They were genetically altered human automatons, cloned biological entities, actually who were harvesting biological specimens on Earth for their own experimentation. As long as we were incapable of defending ourselves, we had to allow them to intrude as they wished… We had negotiated a kind of surrender with them as long as we couldn’t fight them…”

As well, former Defense Department engineer, the late Phil Schneider added,

“Back in 1954, under the Eisenhower administration, the Federal government decided to circumvent the constitution of the United States and formed a treaty with alien entities. It was called the Grenada Treaty… which basically made the agreement that the aliens could take a few cows and test their implant techniques on a few human beings, but they had to give details about people involved. Slowly the aliens altered the bargain until they decided they wouldn’t abide by it at all.”   

By 1955 Eisenhower realized the treaty was a deception. Mutilated animals as well as humans were found across the United States. It was feared that lists of human abductees were incomplete and not all abductees were being returned. Obviously public disclosure was an untenable option, likely precipitating a national panic and economic collapse. In turn, disclosure to Congress was impossible as well. Thus, monies for the enormously expensive alien-related defense projects had to come from concealed sources.

         

Considering this impasse, MJ-12 in concert with the CIA, devised a ‘black-ops’, illegal-drug pipeline into America via offshore Texas oil-rigs provided by Zapata Oil Corporation’s Chief Executive Officer,George Herbert Walker Bush! This covert project was so successful it spurred Bush’s rise up the ranks of the CIA.

          Much to Eisenhower’s regret, this alien treaty had spawned a combined armaments industry and Intelligence service with powers superseding the authority of both the President and the Constitution; an autonomous, covert government within our government, to which, Congress and the Executive branch were now subordinate. Seeing the looming threat of this “Military-Industrial-Complex”, Ike warned upon leaving office in 1961…

 

“In the councils of government we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex. The potential for the disastrous rise of misplaced power exists and will persist. We must never let the weight of this combination endanger our liberties or democratic processes.”

          “We should take nothing for granted. Only an alert and knowledgeable citizenry can compel the proper meshing of the huge industrial and military machinery of defense with our peaceful methods and goals, so that security and liberty may prosper together.”  

         

It is very likely that Eisenhower’s successor, John F. Kennedy assumed office unaware of secret treaties with extraterrestrials. Although his Presidency did prelude a decade obsessed with rockets and manned space flight, Kennedy held growing concerns about the meddlesome influence of both the CIA and the Pentagon in political issues. Kennedy expressed his misgivings to the American Newspaper Publishers Association in 1961, by stating…

          “There is little value in insuring the survival of our nation, if our traditions do not survive with it. And there is very grave danger that an announced need for increased security will be seized upon by those anxious to expand its meaning to the very limits of official censorship and concealment…”

The failed invasion of Cuba brought Kennedy into direct conflict with the CIA. As a result, he fired Agency director, Allen Dulles and promised to break the Agency “into a thousand pieces and scatter it to the wind.”

          At some point Kennedy discovered evidence of the clandestine alien treaty, whereby he issued an ultimatum to MJ-12 to dismantle the drug trade and that he planned to publicly reveal the alien presence. At Columbia University just ten days before his assassination Kennedy stated…     

“The high office of the President has been used to foment a plot against the American people. Before I leave office I must inform the citizen of his plight.”

          Over the years additional information has surfaced revealing President Kennedy knew more about the extraterrestrial issue than previously assumed. It’s well known that his enthusiasm for manned space exploration was genuine. If any President could have successfully introduced an alien reality to the American public John Kennedy would have been the man to do it. 

Investigative journalist Jim Marrs notes JFK pressed for better communications with the Soviet Union to avoid any mistaken military confrontations caused by ‘unknowns’ entering either country’s sovereign airspace. An unverified transcript from the Reagan administration reveals Kennedy actually authorized an Air Force personnel exchange with an alien civilization from the Reticulum star group in the early 1960s.

As well, documentation from the Kennedy library reveals, on November 12, 1963 he sent a directive to the administrator of the National Aeronautics and Space Administration, James Webb to develop an official “program of substantive cooperation with the Soviet Union in the field of outer space.” This plan included joint lunar landing initiatives with the Soviets—in direct defiance of our Defense Department’s Cold War policies against the Russians.

It is supposed that the CIA’s rigid gag-order on alien disclosure was another issue driving Kennedy’s determination to break up the agency.

Some researchers are so brash as to claim that on November 22, 1963 Kennedy was on his way to reveal the alien reality at a speech at the Dallas Trade Mart… But we’ll never know.

Following Kennedy’s death, his successor, Lyndon Johnson ordered the Warren Commission to investigate the assassination. They determined it was the random act of a lone gunman. And one of the key members of this commission was the former CIA Director whom Kennedy had fired--Allen Dulles!

          MJ-12 and the alien treaty remained secret and secure…

         

 

General Nathan Twining’s original directive for MJ-12 remained inviolate…

“They would form nothing less than a government within the government, sustaining itself from presidential administration to presidential administration regardless of whatever political party took power, and ruthlessly guarding their secrets while evaluating every new bit of information on flying saucers they received.”

CONCLUSION:

Thus, with Eisenhower’s official sanction secured and Kennedy’s opposition removed, the “military-industrial-complex” has been free to pursue its own unfettered agendas ever since 1963…

Such is the ‘myth’ of Ike’s visit with ETs… Naturally this entire story is vigorously denied by official sources as so much tabloid nonsense—another outlandish conspiracy tale only worthy of the “urban legend” dustbin. There’s no definitive proof that any secret meeting ever took place at what is now Edwards Air Force Base in California.

To this day government secrecy regarding extraterrestrials remains a driving imperative. As such, the existing power structures certainly possess the means, the manpower and the motive to render Ike’s secret ET meeting a non-event.

But despite official denial, peripheral social trends appear to give this myth more solid substance. Since Eisenhower’s presidency, illegal drug use has reached epidemic proportion. Alien abductions and cattle mutilations are common cliché’s. Notorious ‘Area-51’, the not-so-secret military base is synonymous with UFOs and classified aircraft. George Bush rose to the Directorship of the CIA, and eventually the Presidency of the United States, to be followed by his son as well, both of whom expanded American imperialism abroad and oppressive domestic surveillance at home. 

 

After all these years, if an agency such as MJ-12 actually exists, whom does it now serve?

At this point exopolitical study must examine the legacy of this secret control group as well as its relationship to the military-industrial-complex… EXOPOLITICS

ADDENDUM: CULTURE SHOCK

          “Proposed Studies on the Implications of Peaceful Space Activities for Human Affairs, Brookings Institution”, [U.S. Government Printing Office, 1961]

The Brookings report explained that, “anthropological files contain many examples of societies, sure of their place in the universe, which have disintegrated when they had to associate with previously unfamiliar societies espousing different ideas and different life ways…”  

          “It has [also] been speculated that, of all groups, scientists and engineers might be most devastated by the discovery of relatively superior creatures,

The report further states:  

“…since these professions are most clearly associated with the mastery of nature, rather than with the understanding and expression of man …the idea of intellectually superior creatures may be anxiety-provoking.”

“Anxiety-provoking” sounds like a cautious understatement… In our modern culture scientists have assumed the intellectual pinnacle of our race--the high-priests of material culture. For them to instantly confront the loss of their superior status would be devastating. In retrospect it appears that the confrontation with an extraterrestrial reality in 1947, commenced the irrevocable, incipient ‘dis-integration’ of our social order, and the subsequent meeting at MUROC only accelerated the process. The Brookings Report conclusion was likely not based on mere abstract intellectual speculation, but from documented human reactions to the alien reality at MUROC airfield in 1954.

According to the account from his book, “Behold a Pale Horse”, author Milton William Cooper tells us that at President Eisenhower’s request… “Journalist Franklin Allen of the Hearst Newspapers, financier Edwin Nourse of the Brookings Institution, and Bishop James McIntyre of the Los Angeles Diocese were to join him at the ET meeting along with other selected military and science officials. Their reaction was judged as a microcosm of what general public reaction might be.  Based upon the unanimously bad reactions at the meeting, it was decided that the public could NOT be told.” 

According to Gerald Light’s eyewitness account from “The Roswell Incident”, by Charles Berlitz and William Moore…

 “I will leave it to your own excellent powers of deduction to construct a fitting picture of the mental and emotional pandemonium that is now shattering the consciousness of hundreds of our scientific “authorities” and all the pundits of the various specialized knowledge that make up our current physics. In some instance I could not stifle a wave of pity that arose in my own being as I watched the pathetic bewilderment of rather brilliant brains struggling to make some sort of rational explanation which would enable them to retain their familiar theories and concepts… To watch strong minds cringe before totally irreconcilable aspects of “science” is not a pleasant thing.”

Realizing their most sophisticated state-of-the-art, atomic-age technologies were foolishly crude, primitive trivialities by comparison to the fantastic alien technologies, reduced our physicists to stunned bewilderment.

In retrospect, it appears to have been a dramatic clash between two radically divergent perceptions of reality—“Classical” physics vs. “Quantum”physics. The collapse of our limited “Classical” physics world view had begun and continues to this day.

In simple terms, “Classical Physics”determines travel through space could only be achieved in linear time with reaction rockets, making access to nearby planets in our solar system relatively feasible. Manned travel beyond the solar system using this means was assumed impossible. “Quantum Physics” with hyper-space, gravitation wave propulsion systems, however, would allow interstellar space travel by transcending the limits of liner time and space—a technology obviously mastered by the ETs.  

Apparently Eisenhower recognized that it would take decades for Americans to come to grips with such overwhelming technological change. So to avoid general anarchy, a decision was made to hide the alien reality in absolute secrecy, but doing so created an irreconcilable split in our social order. A black-ops control group would initiate a crash program to comprehend and assimilate these alien technologies, much like the “Manhattan” A-bomb project, while a façade of everyday ‘normality’ would be maintained for the oblivious mass population.   

Now six decades later, the widening gulf between these two social orders has reached alarming and dangerous proportions. Researcher and 'Disclosure' advocate, Dr. Steven Greer defines the issue like this;

"PRESIDENT Eisenhower had seen the ET craft and deceased ET bodies. He knew of the covert programs dealing with the situation. But he also knew that he had lost control of these projects and that they were lying to him about the extent and full nature of their research and development activities.

The government was very quickly taken out of the loop so as to remove any threat of interference. Presidents could not be trusted to maintain the secret, coming and going every four years, with no idea what they were getting themselves into when they started. Eisenhower watched it all fall out of his control during his eight-year Presidency.

 The "military-industrial-complex" refers to the wide variety of corporations controlled by both the Rockefellers and the Rothschilds, related to military and defense industries -- including all the classified UFO-related projects.

The inescapable reality is this: This secret project, no matter how well intentioned initially, got carried away with its own secret power. It abused this power. It has hijacked our future for fifty years. The reasons for secrecy are clear: global power, economic and technological control, geo-political status quo, the fear of scandal surrounding the exposure of such projects and their behavior!

Remember: those in control like to stay in control. They are risk-averse, do not like significant change and do not give up control and power easily."

Author/researcher, Richard Dolan studied at Alfred University and Oxford, and did his graduate work in history at the University of Rochester. He is a scholar of Cold War Strategy, Soviet History and culture, and international diplomacy. He has published extensive research into the issue of UFO secrecy… He states,

"[The UFO phenomenon] is a reality that is actively being covered up. It is a phenomenon so significant that elements of the human power structure have made it their priority to keep information about it strictly to themselves, apparently at all cost. As to the identity of these secret-keepers, many sources culled from several decades of leaks, as well as broad geopolitical trends, make a reasonable case that they are “beyond” nations. The U.S. power structure, while still integral to the system of secrecy, may not be the final word as it once was.”

“The implications of a UFO reality and cover-up are profound. It means that our society has lived in an “official” reality so incomplete, so inaccurate, that we may with justice call it fictitious. It means that the history we have learned, the science we think we know, and the very core of who we think we are, need to be rediscovered.”

PRACTICAL SCIENCE:

As of 1954 our scientists were preoccupied with advances in rocket technology for defense purposes and manned space exploration ventures as well. But aside from providing spectacular television news footage, giant rockets were a monstrous waste of energy. Alien technologies revealed reaction rockets to be clumsy, inefficient and totally impractical for interplanetary exploration. The secret to space travel was understanding and mastery of the "Unified Field”—the fundamental fabric of the space/time continuum itself.  

Ben Rich, the “Father of the Stealth Fighter-Bomber” and former head of Lockheed Skunk Works who was in charge of operations from 1975 to 1991, confided just before his death in 1995 that the black-ops research group had done just that—mastered field-propulsion flight systems.

“We now have the technology to take ET home. No, it won’t take someone’s lifetime to do it. We now have the capability to travel to the stars. First, you have to understand that we will not get to the stars using chemical propulsion.”

He confided that linear space travel was impractical but that all points in space/time are connected. Field propulsion systems can transcend linear time making interstellar space travel a workable practicality.

In the span time from 1954 to 1995, alien technological realities--at first intellectually shattering had—according to Rich--become workable scientific practicalities to terrestrial engineers.

All the same, Rich staunchly maintained the opinion that the public should not be told the truth about UFOs and extraterrestrials. He believed they could not handle the truth -- ever.

          “We already have the means to travel among the stars, but these technologies are locked up in ‘Black-Projects’ and it would take an act of God to ever get them out to benefit humanity.”

Rich also added that, “Anything you can imagine we already know how to do." 

“But like Eisenhower, in the last months of his physical decline Rich came to the same realization that the "international corporate board of directors" secretly dealing with the [UFO] "Subject" could represent a bigger problem to citizens' personal freedoms under the United States Constitution than the presence of off-world visitors themselves.”

So here’s the dis-connect… to preserve the status quo of national social stability, the black-ops community directly involved with ET science has become so far removed from mainstream Americana that it has evolved into a separate, high-tech civilization unto itself—an elitist hybrid civilization literally ‘dis-integrated’ from its parent civilization. As well, spin-off technologies that could easily benefit the mainstream population appear to be deliberately withheld.

Richard Dolan states, “The basic idea of the ‘breakaway civilization’ is simply that you have a secret group, a classified group of people, with access to radically advanced technology, radically advanced science, and they just don’t share it with the rest of the world. One scientific breakthrough leads to another, and that leads to another and so on. So the next thing you know, you have a separate group of humanity that is vastly far beyond the rest of the world."

          “I should think that members of the breakaway civilization might despair of ever educating the rest of humanity on what is going on. Their own reality is probably so far beyond our own, they may rightfully ask, how can they bring us up to speed without causing a worldwide psychological meltdown?” 

As such, this issue is perhaps the most profound Exopolitical dilemma immediately facing our social order. What future does this technologically superior ‘black-ops’ civilization plan for antiquated mainstream Americana now that it has become technologically irrelevant?
